Vermont DOC Reports Death of Incarcerated Individual in Rutland

Waterbury, VT – The Vermont Department of Corrections (Vermont DOC) is conducting internal administrative and medical reviews following the death of an incarcerated individual on Sunday. 

Jack Martin, 49, of Windsor, Vt., died at Rutland Regional Medical Center on Sunday afternoon after being admitted to the hospital on Friday, December 9. Mr. Martin reported difficulty sitting upright while in his cell at Marble Valley Regional Correctional Facility (MVRCF) in Rutland on Friday morning. Vermont DOC and medical staff called for emergency medical services, and Mr. Martin was transferred to Rutland Regional Medical Center.  

Vermont DOC notified Vermont State Police and the Defender General’s Prisoners’ Rights Office of the death per state law and protocol. These entities will conduct separate investigations into the death in conjunction with the Vermont DOC’s administrative and medical reviews. The Vermont DOC Peer Support Team is available for MVRCF staff. 

The circumstances surrounding Mr. Martin’s death are not considered suspicious at this time. 

Mr. Martin was held without bail in DOC custody since October 11, 2022, for charges of heroin possession, assault, and robbery. He was also held on a warrant from the Grafton County Sheriff’s Department in New Hampshire for heroin possession.
