SPOTLIGHT on Financial Transparency

SPOTLIGHT is the State of Vermont’s financial transparency website, sponsored by the Agency of Administration, and maintained by the Department of Finance and Management. Financial transparency supports government accountability, and allows citizens to see “Where the Money Comes From” that is used to operate State Government, and “Where the Money Goes” when it is spent. Our goal in creating, and maintaining, this website is to consolidate existing financial information in one easy-to-find, easy-to-access, and user-friendly website, and to educate and inform Vermonters.

Vermont Legislative Joint Fiscal Office

The Joint Fiscal Office (JFO) was created in 1973. The primary mission of the office is to provide non-partisan financial analyses to the House and Senate Appropriations Committees, the House Ways & Means Committee, the Senate Finance Committee, the House and Senate Transportation Committees, and the Joint Fiscal Committee. The Office also provides additional non-partisan staff support to committees in a variety of fiscal areas including health care, education finance, institutions, and general fiscal analysis.

SPOTLIGHT on Financial Transparency-Performance Management

On January 5, 2017, Governor Phil Scott's first day in office, he established the Program to Improve Vermont Outcomes Together (PIVOT) in E.O. 17-04, as part of his Government Modernization and Efficiency plan.
