Mail: Packages delivered by an independent delivery service, public or privately owned. (414.05)
Maiming: A situational occurrence when any person involved in the disturbance will be permanently physically damaged or deformed as a result of an action by another. (414)
Main Core File: An eight-section offender file with each section designated to hold specific information. (251.01, 251.02, 251.03, 251.04)
Maintenance Stage of Change: This is the final stage of change in the five-stage change process. During this stage, the offender is motivated, committed and able to practice the knowledge, skills and attitudes learned during program participation. The offender should be actively practicing self-control of his or her behavior with a reduced number of supervision contacts commensurate with his/her behavior. (425.02)
Major Disciplinary Report: The report issued by a DOC employee when an inmate is charged with a major violation. (410.02)
Major Rules: Rules established and described in the program treatment manual. The violation of a major rule may result in suspension or termination from the program. (371.06)
Major Violation: The most serious instances of inmate misconduct, constituting violent acts or serious threats to institutional security or personal safety. They are divided into two categories, A and B, Major A being the most serious. (410.01)
Management Information System: The organized collecting, recording, processing, and reporting of data descriptive of an activity (or set of activities) which allows for the review of the effectiveness, frequency, cost, impact, and materials used to address a need of the offender. (202)
Management Unit: A District Office, Facility, or the Central Office of the Vermont Department of Corrections. (202)
Mandatory Training: Training required by management, other than core competencies. An example of mandatory training could be training against sexual harassment in the workplace. (107.01)
Manuals: Technical or best practice documents that provide more detailed information, examples,; and other direction for employees carrying out specific types of duties or functions. (02)
Matched Savings Account: Money held by VCI in escrow for an inmate until the time of his her release from prison, consisting of earned offender wages which they have saved for their reentry, and equal or matching amount of money from VCI. (394.01)
Max-Out: The serving of an incarcerative sentence to the maximum allowable time after the deduction of awarded reduction of term for good behavior and earned reduction of term. (313.02)
“Max-out” Case: An inmate who completes their maximum sentence while incarcerated and is released without any Department supervision. (371.05 -11/07)
Medal of Honor: Recognition for conduct displayed during unusual circumstances, incidents, or situations of duress, in the work-site or the community. Such conduct best exemplifying the values of the Department and its members. (117.01)
Medal of Valor: Recognition for actions that involve physical risk to oneself, in situations of unusual circumstance, incident, or duress, in the work-site or community, in carrying out one’s duty as a Department member. (117.01)
Media: Organizations and individuals whose work and financial income are based on gathering information and disseminating it in various forms to the public. There are three types of media; print- such as newspapers, magazines, newsletters and professional journals; electronic- such as television, radio, cable, networks and independents and wire services- such as the Associated Press (AP), United Press International (UPI) and the Vermont Press Bureau (VPB). Media Relations: The act of involvement with the various media for the purpose of informing the public of the department’s mission, policies and practices in a positive, consistent and credible manner. All contacts with the media should be regarded as opportunities to educate both the media and the public they inform on correctional and criminal justice issues. Good media relations require an attitude of cooperation and responsiveness in dealing with the media. (26)
Medical Diet: Specific foods and/or food preparation techniques that satisfy medical diet therapy (including dental) requirements as prescribed by a qualified health care professional. (354.05 – 9/07)
Medical File: Applies directly to offenders who are held in confinement in a correctional facility and encompasses their health, medical, dental, and mental health records. Such records are considered confidential and must be maintained within a separate file. Said files are to be maintained in a locked filing cabinet, accessible to designated staff. These records can only be transferred to another secure correctional facility. (251.01)
Medical Records: Records maintained by a correction facility that pertain to the medical treatment of an offender incarcerated at the facility. These records include treatment records sent to the facility by private treatment providers and contract health care providers. (51.01)
Medium/High Risk Offenders: Offenders who score medium or high risk on the Department’s Supervision Level Instrument. (126.01)
Mental Health: The general state of age normative pro-social being; of being in control of one’s own impulses, thought processes, and behavior. Also used as a term to describe a set of professionals, activities, or agencies which make their focus the provision of services to aid people to accomplish the above. (202)
Mental Health Professional: To include, Psychiatrists, Psychologists, and duly trained social workers. (351,361,362)
Meritorious: Deserving reward for excellence. (117.01 – 1/08)
Meritorious Increase Committee- Ad Hoc: Committee of three employees appointed by the Commissioner. The Commissioner will designate one member as chairperson. Persons appointed shall serve until removed by the Commissioner. (116)
Metal Detector: An electronic detection device that is used to determine the presence of metals. (415)
Minimum Release Date: The anticipated time of release from incarceration, based on program completion and sentence computation. (313.02)
Minimum Standard: This is the lowest number of contacts required to be made with or about an offender in any given level of risk or category of services. Contacts with either the offender or a collateral person, either directly or indirectly, count towards fulfilling this requirement, but emphasis should be given towards a balance of collateral and direct offender contacts. Attempted contacts do not count. (371.17)
Minor Violation: The least serious inmate misconduct injurious to order and discipline. (410.01)
Misdemeanor: An offense whose maximum term of imprisonment is two years or less. (326.01)
Misuse of Food or Bodily Waste: Disruptive behaviors by inmates that involve mishandling of food or bodily waste including, but not limited to, assaulting others with food or bodily waste; smearing of bodily waste on persons or property or other mishandling of food or bodily waste; use of utensils as weapons or other tools for which they were not intended; refusal to return utensils; and tampering with or jamming the food slot. Mittimus: A commitment document issued and signed by the court, ordering incarceration and/or giving notice of acceptable bail for the release of the individual. (315.01)
Modify: To move a case note as a result of an incorrect placement of a note under the wrong offender, or to change a note to the correct Date, Purpose, Type, Location, or Service Provider. The narrative content of a note cannot be modified. It must be deleted and then reentered correctly by a supervisor. (254.04 – 12/07)
Motivational Interviewing: A process of interviewing, assessing, and actively motivating offenders through motivational strategies as further defined in the Motivational Interviewing Manual. (125.01)
